BALI, Indonesia -- Ketut Rani, a 42-year-old Indonesian living in Bali, collects plastic trash twice a day to earn a living. His first shift is from 4 a.m. to 8 a.m., the second from 8 p.m. to midnight.
In addition to the income he receives from selling the plastic bottles he collects from the households, he gets extra revenue through a platform he has been on since 2019. "The additional income from Plastic Bank has been very beneficial to me," Rani said.
Plastic Bank, a Canadian "social, financial technology company," has been active on Bali since 2018, setting up a platform to help waste collectors like Rani. Indonesia is one of several countries where Plastic Bank operates. Others include the Philippines, Thailand, Brazil, Egypt and Cameroon.
The company's platform is unique. Using blockchain technology, it records every transaction in the plastic recycling supply chain, from the waste collection point through final processing by recyclers. Every piece of plastic waste is becomes a "plastic credit" worth 1,000 rupiah (6 cents) per kilogram.
Plastic Bank sells the plastic credits to businesses and individuals who wish to offset their use of plastic similarly to how businesses offset their carbon emissions by buying carbon credits. One of Plastic Bank's partners in Bali is American soft contact lens maker CooperVision.
Plastic Bank's revenue from the credits is used to provide benefits for waste collectors, such as health insurance. Scavengers, who often have no formal employer, do not typically have insurance.
In 2023, Bali produced 728,366 tonnes of solid waste, most of which went to landfill. Of this, 12% was plastic, according to data from the Ministry of Environment and Forestry. Since pandemic era travel restrictions to Bali were lifted, the number of domestic and international tourists coming to the island has risen, with 15 million people arriving from around the world in 2023, up about 50% versus the previous year.

Local authorities say the tourism rebound has contributed to the increase in waste, particularly food and plastics. "These two types of waste are very identical as byproducts of tourism activities," said the head of the Bali Tourism Board, Tjok Gus Pemanyun.
Moreover, Bali's main dump site, TPA Suwung, which is close to popular tourist areas such as Sanur and Benoa, is overflowing. "TPA Suwung might have to be closed for overcapacity by the end of 2024," Bali Provincial Government Secretary Dewa Made Indra said last year.
Plastic Bank is considering other initiatives on Bali, such as providing loans to waste collectors. "The method we considered for this financial facility is cash advances for the collectors," said Frederick Saman, country manager at Plastic Bank Indonesia.
The scheme would enable scavengers without bank accounts to access interest-free microloans, although Saman acknowledged that assessing the collectors' creditworthiness is a challenge.
Plastic Bank founder and CEO David Katz said the company will advocate for treating waste collectors as creditworthy and dignified. "We elevate the dignity of the people and make them understand that it's OK to do what they're doing because around the world, [people] still frown upon the profession of collecting recyclable waste materials."
