Current Indonesian immigration laws require that any International Tourist arrival must spend first three nights at a government CHSE approved Hotel or Villa.
Two days ago the Bali Post Newspaper reported that only an estimated 3,500 or estimated 45 % Hotel accommodations in the largest tourist regency of Bali can not book any international tourists because they are not CHSE Govt. Approved.
One of the major requirements by immigration to enter Bali at this time is that you must spend your first three days at a hotel that is certified by the government under their CHSE program.

CHSE stands for clean, healthy, safe and environmentally friendly accommodations.
Anyone wishing to visit from another country must show proof of prepayment for three nights at a CHSE Govt. approved hotel before they can even board their flight here.
They must show the CHSE bar code for the hotel they are staying at.
After they check into the CHSE approved hotel they must wait for their PCR COVID - 19 test results taken at the airport and if they're clear they're able to to wander out of the hotel but must spend three nights at the hotel.
If they're COVID-19 postive they're put into isolation.
Three days later they must obtain another PCR test and if negative then they can check out of the hotel.

I must say last year I was confused when my wife Azizah, a registered Bali Notaris and partner of our company, insisted that we be certified by the CHSE certification process.
The process included a government authorized company coming to our villas over several weeks and checking to make sure that we fulfil all the requirements for CHSE approval .
There was a ton of paperwork and many hours spent over sevral weeks by my wife Azizah with the company to finally obtain CHSE approval.

Now I am shocked to see that only 45% of the hotels in the largest tourist area Bali are registered for CHSE therefore they cannot accept international tourists.
55% of Badung Hotels and maybe 70 % of Villas Not Ready.
I would hazard a guess if 55% of the major hotels are not registered in Badung probably 70 to 80% of the independent villas are also not registered. Not just in Badung but also in other Regencies as well.

Villas Rentals Prices increasing Significantly in Near Future:
As a result of us being one of the few Villa Hotels CHSE certified in Bali at this time means that we have an edge.
We will certainly be raising prices in the near future.
I have instructed our staff to maintain them at post-pandemic prices for the next couple months starting as low as $29 per guest per night. See prices below.
Other hotels and bills for the short term anyways will most likely take a long time to obtain CHSE approval.
I'm sure at this point even the people that do the certification have no idea how long it will take to be certified if all of a sudden they are asked by 3, 500 hotels and maybe another 2,000 villas for certification in the near future.
I would hazard a guess it will be a minimum of three months and possibly as long as a year for some Hotels and Villas.
This sadly means that those hotels and villas that are not registered may not see any international tourists on first arrivals for the near future.
Of course after the tourists have fulfilled their three days at a CHSE certified hotel they will be able to check into other hotels.
CHSE Hotels and Villas First to Recieve Post Pandemic International Tourists:
The bottom line is hotels and Villas that are CHSE will have a huge advantage for the near term.
Even though we fall into the category of being CHSE APPROVED I hope that the CHSE requirement for international travellers is dropped completely in the near future for the benefit of all.
Those of you who are reading this and planning to come to Bali absolutely make sure that the hotel that you book at is CHSE.
Make be careful. Some may say that they have CHSE approval but unless they can send you a barcode that you can scan and see that they are registered currently as CHSE approval it means nothing for when you try to board your plane.
Immigration will not allow you to enter the country unless you can show proof that you've already paid for accommodations and pre-booked a CHSE approved hotel and pay for it in advance.
In conclusion although there has been minor setbacks for many hotels who are not prepared.

We are receiving many reservations daily and expect to be back to 60% to 70% of pre-pandemic rentals by July of this year.
I've advised by staff that I expect 100% to 110% of pre-pandemic rentals for the Christmas holidays coming up at the end of the year.

Current regulations for international travellers to Bali.
Full details have been finalised at last regarding the new arrival rules for Bali.
While
it’s not quite back to the good old days of travel, these new rules are
definitely a step in the right direction to getting back to what we
remember as normal travel.
From
March 8th international travellers who land in Bali and are fully
vaccinated (booster is not mandatory) no longer need to undergo
mandatory quarantine.

There are some requirements you need to follow though before you jump on that flight! We’ve listed them below…
1)
You need a negative PCR test taken no earlier than 48 hours prior to
your departure. If you are travelling from Australia, we recommend
checking out Histopath who have 90-minute testing options at most international airports.
2) You must have a copy of your vaccination certificate – double or triple vaccination is required.
3)You must have a confirmed booking for at least three consecutive nights at a CHSE certified hotel.

During the last two years of the pandemic many Bali hotels and villas have not been kept up and have deteriorated substantially.
CHSE approved Hotels and Villas have recently had a full inspection by government agencies to determine that they are Clean, Healthy, Safe, and Environmentally friendly.
Most hotels have laid off their staff and so may find it difficult in reopening their hotel or villas with professional staff.
Therefore, the government has this program to ensure that every visitor that comes to Bali stays in a hotel or villa that is clean, healthy, safe and environmentally friendly.

3) You must have a valid visa. Currently there are 21 countries that
are eligible for a Visa On Arrival, tourists from other countries will
need to obtain a B211A visa prior to arrival. Resident visas and
Indonesian passport holders are able to land directly in Bali. *see
notes below on the list of countries eligible for Visa on Arrival
4) All tourist arrivals must be able to show proof of Travel Insurance that covers COVID.
5) Arrivals must be able show a return flight.
6) All Passports need to be valid for 6 months from departure.
7) You must fill out the online customs declaration from before departure. Find it here –http://cdbali.net
8) You need to download the PeduliLindungi app and fill out the e-HAC form before checking in at the departure airport.
What happens when you land?
1) Upon landing in Bali, travellers will undergo a PCR test. The cost of this test is 275,000 Rp (approx. $27 AUD).
2) Once you have been swabbed for your PCR you will go directly to your pre-booked hotel.
3) Once your negative results come through to you (this is expected to take a few hours) you will be free to explore Bali as much as you like.
4)
On Day 3 in Bali, you will need to take another PCR test at your
accommodation, once you receive negative results you are free to stay
wherever you wish and travel right throughout all of Indonesia. All
testing results are tracked in the PeduliLindungi app.
What if you are arriving and live in Bali?
1)
If you are a resident of Bali, you will need to show proof (KTP or
SKTT) and you will be able to take your PCR test on arrival and head
directly to your home.
2)You will still be required to take a day 3 PCR test.
What if I test positive?
Any
individual who tests positive and have either no symptoms or mild
symptoms, isolation is carried out in isolation hotel. If the traveller
has severe symptoms, they will be treated in a hospital. Some of the
larger hotels also have wings designated for positive cases.
What is CHSE certified accommodation?
CHSE
stands for ‘Cleanliness, Health, Safety and Environmental
Sustainability’. To be certified the accommodation must have been able
to show that it has health and safety protocols such as mask wearing,
social distancing and regular hand washing.
There are many CHSE
hotel, resorts, villas, and homestays in Bali. Our best recommendation
is to contact the property you have already booked or are considering
booking and ask them to confirm if they are CHSE certified (they should
be able to show you a certificate).
There are many, many CHSE
certified accommodations than the lists you see floating around social
media, and far too many to list here. There are options in all budget
ranges.
Here are some sights to checkout to see some of the range
of hotels that are CHSE approved…it’s extensive! You can book these
either directly, through a travel agent or an any booking platform such
as booking.com
Which countries are eligible for a Visa On Arrival & how much does it cost?
The eligible countries are – Australia, USA, Netherlands, Brunei,
Philippines, UK, Italy, Japan, Germany, Cambodia, Canada, South Korea,
Laos, Malaysia, Myanmar, France, Qatar, New Zealand, Singapore,
Thailand, Turkey, UAE, Vietnam.
The cost of the VOA is 500,000 Rp (approx. $50 AUD) for 30 days. This can be paid in cash or MasterCard or Visa on arrival.
For all other nationalities the B211 Tourism Visa is needed for tourists.
How long will these requirements be in place?
As
you may have been following along in recent months, the requirements of
entry are changing quickly. We don’t know how long these requirements
will be in place, however we are all hopeful that if this next stage
goes well that entry requirements will continue to be eased in the
coming weeks and months.
