Deputy Bali governor Tjokorda Oka Artha has said the province will reopen for domestic tourists on Friday.
Natural and cultural tourist destinations would be open for visitors, he said, but the popular resort island would not yet reopen its entertainment establishments such as nightclubs and karaoke lounges.
"Nightclubs are not allowed [to reopen] yet. Bali offers a lot [of other tourist destinations] like natural or cultural [tourist spots]," Tjokorda said on Tuesday as quoted by kompas.com.
He said Bali's hotels and resorts were ready to organize business meetings and events as well.
The Bali administration is currently cooperating with the Denpasar Indonesian Fine Arts Institute (ISI) to hold kecak and other traditional dance performances.
They are trying to figure out ways to allow dancers to follow health protocols while performing the kecak dance, which traditionally involves dozens of performers.
According to Tjokorda, the Bali administration has prepared for the tourism reopening for a long time.
The administration has a three-phase plan for relaxing restrictions to welcome tourists to the island. The first phase started on July 9 when the administration began reopening local businesses and tourist spots for residents of Bali.
The second phase will be carried out on July 31 by reopening for domestic tourists. The third phase, which is reopening the border for international tourists, is set to launch on Sept. 11.
Prior to arriving in Bali, all visitors should also install the LOVEBALI application, which can be downloaded via the government’s official website (https://lovebali.baliprov.go.id). The app is used as a platform for visitors to report problems or complaints while in Bali. Visitors are also encouraged to always activate their phone GPS while on the island.
Tjokorda expressed the hope that the reopening could be carried out according to plan since COVID-19 cases in Bali were still under control.
"The number of recovered COVID-19 patients has been increasing in the last few days," he said.

However, he said he was not sure that the plan to reopen the border for international tourists could be executed on Sep 11.
"We're still coordinating [with the central government] regarding the temporary ban on foreign arrivals and transits, which is stipulated in Law and Human Rights Ministerial Regulation No. 11/2020. We're also still monitoring the development of the COVID-19 pandemic abroad," Tjokorda said.
As of Wednesday, Bali had recorded 3,310 cases of COVID-19 with 2,711 recoveries and 48 fatalities. (nal)
While there is some debate as to whether international tourists will be allowed to arrive in Bali starting on September 11th. as per the Governor Offices statement I decided to have my staff do a little fact checking on if there are flights coming to Bali after reopening.
I asked them to check flight availability the next day on September 12 th.
Frankly am amazed at how many flights are already scheduled to come to Bali.
I haven't had a chance to fact check everything but in general the information is true based on flights that you can book the last few days on the Nusatrip.com travel website, which I use often.
Do not bet on Australians returning soon.
Lately as I talked to friends and associates and mentioned to them that things will be back to the new normal on September 12 th. they countered by saying yes but the Australians won't be back for a long time since they have to self quarantine in a hotel upon their return to Australia at an estimated $4,000 Aust.
I agreed with them but then argued that Although we love their business “we can survive without the Australians”.

According to the research completed by my staff Flights originating in Seoul Korea on Sept 12th have the highest departures to Bali at 43.
When we look at the chart above we see that Dubai takes second place as far as flights originating there and heading to Bali. Most of those are international flights coming from Europe and just transferring or changing planes in Dubai.
The Taiwanese have been an ever-increasing number on the tourist arrivals to Bali in the recent years and have generally been in the top five. They have over 20 flights booked for Sept 12th.
What I find really interesting is on September 12 Singapore, which has a major problem with coronavirus currently, has over 25 flights either originating from Singapore or transferring through Singapore to Bali.
A big surprise came from Johannesburg South Africa with over 20 flight scheduled.
Look like Americans are biting at the bit to get away from the United States which is one of the most dangerous places in the world with coronavirus right now.
I am sure many of them want to take a break from listening to Donald Trump every day who today explained that he doesn't think anybody likes him.
Frankly I am a little bit surprised that China is not showing more flights coming to Bali since they are as close as four and half hours away at Shanghai.

When we couple these statistics with what I believe will be a dramatic increase in domestic travel from Jakarta, Surabaya, and other major Indonesian cities starting this week I think we are going to see some substantial air traffic coming to Bali by September 12 th.
That is of course unless the federal government decides that nobody can come into Indonesia.
I believe that would be political suicide for many people in government right now.
