Minister of Tourism and Creative Economy (Menparekraf) Sandiaga Uno said the government was finalizing preparations for the reopening of tourism Bali for foreign tourists in June or July.
Later there will be three areas on the Island of the Gods that will be prioritized for foreign tourists, namely Nusa Dua, Sanur and Ubud.
"I hope that the tourism sector is ready, so that in June or July Bali this will start for foreign tourists, of course those who are familiar with the health protocol in the green zone," he said in a video conference , Monday (29/3).
Sandiaga has also requested that the implementation of vaccination in the three areas be accelerated. If vaccination cannot be carried out, it is hoped that the government can provide flexibility for tourism businesses and the creative economy in running their business.
"If there is a health condition that does not allow being vaccinated, we hope there will be flexibility for business actors and operators so that they can be given the opportunity so that no one is laid off because this is a tough time for the Parekraf industry," he added.
In addition, he also requested that more of the GeNose covid-19 test kits be distributed to Bali. This is important for tracking covid-19 for tourists arriving in the province.
"We are starting to adopt a new circular letter for GeNose. This makes it easier in terms of tracing and testing ," explained the former deputy governor of DKI Jakarta.
Previously, Sandiaga had conveyed the government's plan to reopen the Bali tourism sector for foreign tourists in June or July.
Together with President Joko Widodo (Jokowi), he has also reviewed vaccinations in Bali to pursue the target of 2.5 million people being vaccinated before July.

The Indonesian government says that from next month, it will allow the use of the GeNose Covid-19 detector for foreign visitors to the island of Bali. This will replace the previous requirement for a negative PCR test or antigen rapid test obtained within 2 days of arrival. From April 1, foreign visitors will be able to take the GeNose Covid-19 test either at their point of entry at the airport or harbour, or in the departure terminal before travel. They will need to obtain a negative result before they can continue their journey.
According to a report in Coconuts, the GeNose Covid-19 detector was developed at Gadjah Mada University in the city of Yogyakarta on the island of Java.
The device uses artificial intelligence to detect Covid-19 through human breath. Indonesia’s Health Ministry approved its use late last year.
The introduction of the device represents a significant cost-saving for travellers to Bali. Each GeNose test costs 30,000 Indonesian rupiahs (approximately 65 Thai baht).
For comparison, an antigen rapid test costs 250,000 rupiah (approximately 540 baht), while a PCR test costs 900,000 rupiah (approximately 1,940 baht).
Officials say if anyone appears to be showing symptoms of Covid-19, despite a negative test result, they will not be able to continue with their journey but will have to take a PCR test and self-isolate until the results are known.
Foreign visitors are also still required to complete a Health Alert Card. However, it’s understood children under the age of 5 will not need to take any test. Indonesia will implement the new requirements effective April1 until further notice.

Indonesian government is speeding up vaccination efforts in Bali in
hopes of achieving herd immunity quicker and reopen the island’s borders
to international travellers under a free Covid-19 travel corridor by
mid-year.
Speaking to the media at the Bali Investment Forum
held in Bali last Friday (March 26), Luhut Binsar Pandjaitan,
coordinating minister of maritime affairs and investment, said that the
government is striving to vaccinate 1.8 or nearly two million people in
Bali by April, and another one million people by May, with hopes of
achieving herd immunity in July. Sanur

the Bali Investment Forum to witness the implementation of the
Cleanliness, Health, Safety, and Environment Sustainability (CHSE)
protocols in the destination, in a bid to show that the island stands
ready to welcome back tourists and investors.

July, Bali has selected three green zones, namely, Ubud, Sanur, and Nusa
Dua, to receive international tourists from countries that have forged
travel corridor agreements with Indonesia.
Sandiaga Uno,
minister of tourism and creative economy, told TTG Asia that his office
will monitor the foreign visitors’ movements in the three green zones
digitally and physically to minimise their potential contact with people
outside the zones.
“The focus is to ensure that the travellers
conduct their activities within the three zones,” he said, adding that
there would be checkpoints on the sites.
Sandiaga explained that
the travel corridor used a point-to-point concept that would link Bali
to certain countries, and during a trial run, the island might first
welcome chartered flights to test and evaluate the system.
The
minister also expects that the foreign tourist visits will be organised
by travel companies so their staff can help monitor their clients’
movements within the green zones.
Commenting on the plan, Ricky
Setiawanto, secretary general of the Indonesia inbound Tour Operator
Association, said: “What we have suggested to the government is to
create attractions and activities within the green zones to keep
travellers entertained during their stay, although their movements are
limited to just the zones.”
Examples he cited include
traditional dances, handicraft-making demos, and cooking classes. Ricky
said: “They do not have to be compulsory itineraries in the holiday
package, but attractions and activities that are available to travellers

VACCINATIONS IN BALI
• All areas of Bali are vaccinating public workers (civil servants, religious leaders, traders, transport workers, etc.), and seniors.
• Registration for vaccinations varies widely. Some registrations for vaccinations are being handled by smartphone apps which can vary by kabupaten or health facility. Some users have been successful and many have not. Many areas are also sending sms instructions to residents to come to local vaccination posts. These are government vaccinations and will require a NIK printed on your KTP, KK or SKTT – it is the number used by all levels of government to track your doses.
• The three kabupatens with FCC Green Zones (Gianyar (Ubud), Denpasar (Sanur), and Badung (Nusa Dua)) have received additional allocations of vaccines and are vaccinating all community members 18 or over. Residents in the target areas should register at a health facility with their KTP or SKTT (with a NIK) or follow other instructions they receive. The list of Sanur vaccination posts in the photos is from last Monday – there may be more added or they may have moved to other locations.
• Sanur vaccination post locations as of 27 March: Banjar Betngandang, SMKN 3 Denpasar, Banjar Medura, Banjar Dangin Peken, Intaran Market, Sanur Development Foundation Field, Banjar Semawang, Pasar Sindu, Banjar Pekandelan, SMAN 6 Denpasar, and Hotel Puri Santrian. • Tourism-worker vaccinations in the Lovina area (Kabupaten Buleleng) will take place at Banyualit Spa & Resort on Monday & Tuesday 29-30 March for those who registered in February. Employers were informed on vaccination appointments. Ladies breastfeeding a baby < 6 months old are excluded.
VACCINATIONS FOR FOREIGNERS IN BALI – changing daily
• Authorities in the FCC Green Zones (Ubud, Sanur and Nusa Dua) are vaccinating resident foreigners with a KITAS/KITAP and KTP, in some cases (i.e. Sanur) a local SKTT containing a NIK, and in other cases with just a KITAS. Sanur and Nusa Dua have stated they will include foreigners with proper documentation who work or live in the Green Zones, Ubud is sometimes accepting them and often not with a lot of variation between posts. • KITAS holders are reporting mixed success, but a NIK – Nomor Induk Kependudukan – ranges from essential to very helpful. The NIK is a national ID number and is used to register and track your vaccinations.
• The Head of Health Services in Badung has confirmed that foreigners with KITAS who live OR work in the Green Zone (Jimbaran, Benoa, Tanjung Benoa) will be vaccinated. • Note: I think the provincial or national Government will have to solve this registration problem before they can do larger scale vaccination of people without NIK.
• To obtain a NIK, KITAS holders need a Surat Domisili (residence letter) from their village and use this plus their sponsor’s docs to apply for an SKTT (Surat Keterangan Tempat Tinggal, an official Statement of Residence) at the regency civil registration office (called the Dukcapil). The SKTT will have your NIK printed on it. KITAP holders can use this to obtain a KK (Kartu Keluarga, or Family Card) and the ultimate ID card – the KTP – which uses your NIK as the ID number and indicates you are a more or less permanent resident.
• Sinovac and AstraZeneca vaccines are now being used in the government vaccination program in Bali and these are all free. You will receive a paper document after your vaccination with all the relevant information, including the brand of the vaccine and target date for the second dose. If you have a NIK you should also receive an sms confirmation from the pedulilindungi.id app with follow up info for the second dose.
• While the regulation enabling private provision of vaccines has been signed, the scheme is not yet operational (few details are available). • The Minister of Health has confirmed that NO brand of vaccine used in the government’s free program would be eligible for the independent (private) vaccination scheme. That means no Sinovac, AstraZeneca, Novavax, or Pfizer. GeNose is a covid-19 detection tool made by academics at Gadjah Mada University. How it works, a person is asked to exhale into a tube during the test. The drive-thru vaccination this time targets 750 taxi drivers Denpasar, Bali (ANTARA) - Some 750 taxi drivers on the resort island of Bali joined drive-through COVID-19 vaccination service launched by the Bali provincial police and health office .
"The drive-thru vaccination this time targets 750 taxi drivers," Chief of the Bali Provincial Police Inspector General Putu Jayan Danu Putra said in a press statement released on Saturday night.
The drive-thru vaccination service follows four stages of vaccination, starting from registration, screening, vaccination and observation to monitor the condition of taxi drivers.
"From one post to another, (we prepared) special places in accordance with the vaccination stages and standard operating procedure (SOP). So we continue to follow the stages of vaccination," he said.
He expressed the hope that the drive thru Covid-19 vaccination service will run smoothly and will help the government accelerate the implementation of vaccination program in Bali as targeted.
"When the people of Bali have been vaccinated and the Covid-19 pandemic has been over the Bali economy will return to normal," he said.
Earlier, spokesman of the Udayana Regional Military Command Colonel dr. I Made Mardika said the drive-thru vaccination service was also conducted at the Udayana Regional Military Command compound.

Indonesia’s ambitious plan to reopen Bali mid-year

Jakarta/Sydney | Indonesia believes the promise of a population with herd immunity to COVID-19 and a zero-tolerance approach to health protocol violations will be sufficient to tempt international tourists back to Bali by mid-year.
The country’s newly installed Minister for Tourism and Creative Economy, Sandiaga Uno, said President Joko “Jokowi” Widodo had ordered vaccinations to be ramped up in key tourist destinations in the hope a 70 per cent vaccination rate would persuade international travellers to get on planes. The target for Bali was to have 70 per cent of its 4.3 million people vaccinated by the end of June.
Sandiaga Uno, who went from private equity whiz to vice-presidential candidate, is now in charge of reviving Indonesia’s tourism sector.
Other tourist destinations in Riau Islands, near Singapore, will likely get there sooner.
The Balinese economy was in dire need of support, Mr Sandiaga said. The private equity pioneer was parachuted into Jokowi’s cabinet three months ago after the worsening pandemic prompted a reshuffle.
“Bali contracted 9 per cent in 2020. That has never happened before,” he told The Australian Financial Review. “If you compare this to the Bali bombings, one [2002], and two [2005], the Asian financial crisis [1997] and the global financial crisis [2007], this is the toughest situation Bali has faced.”

Central to the planned tourism revival will be bilateral agreements that will set reciprocal testing and quarantine requirements. Indonesia’s Foreign Minister, Retno Marsudi, is leading discussion of these “travel corridors” with China, Singapore, South Korea, the Netherlands, the United Arab Emirates and possibly Qatar.
The expectation is tourists from these countries will be tested before they board their flight to Bali and again on arrival. They will then quarantine in hotels in selected parts of Bali, gaining more freedom after a few days.
Before the pandemic hit, Chinese tourists flocked to Bali, outnumbered only by the 1.23 million Australians who visited the island in 2019.

There was no timetable for Australians to return to Bali, said Mr Sandiaga, who was the vice-presidential candidate on the opposing ticket to President Jokowi in the 2019 election.
“Last time I spoke with the Australian ambassador, he said he will let us know when the Australians are ready,” he said. “But from what I’ve been reading, I think this will take some time.
“We respect the process. We don’t want to rush things and we’ll make sure that each party is comfortable before we enter a discussion on the travel corridor arrangement.”
Indonesia has reported 1,471,225 COVID-19 cases, the most of any south-east Asian nation, and is still recording more than 5000 new cases each day. The number of active cases has slowly declined since hitting a peak of 176,672 on February 6. It is now around 128,285. Testing and contact tracing have also been increased.
In Bali the trend lines are heading in the right direction, but there is still community transmission. On Tuesday, 182 new cases were recorded, taking the total to 38,489. Of these, 35,881 have recovered and 1083 have died.
Mr Sandiaga said he was cautiously optimistic a corner had been turned, but a lot was riding on the vaccination push. If there was a rise in new cases, the government would put its plans on hold.
“The government is very, very focused on flattening the curve,” he said. “Everyone is agreed – if the COVID number is not conducive, we won’t be opening the economy. In December, we saw cases going up and we realised we had to got back to the drawing board.
“The signs are good now, but I don’t want to over-promise.”
Mr Sandiaga, who is spending around half his time on Bali, said he had been encouraged by increased compliance with mask wearing, hand washing and social distancing.
Indonesian nationals who did not follow the rules would be fined, as would international visitors. Any foreigners picked up a second time for non-compliance would be deported.
“We hope it won’t come to that – it would be very unpleasant,” he said. “We need full collaboration from not only the health authorities, but from everybody. We all need to work hard, to convince travellers that it’s safe.”
The deputy governor of Bali, Tjok Oka AA Sukawati, said the island had 500,000 doses of the Chinese-developed Sinovac vaccine to hand and had begun mass vaccinations.
“People in Bali are very enthusiastic about being vaccinated,” he said. “We welcome the government’s plan to reopen Bali for tourism in July.”
Mr Tjok Ace said surveys of foreign markets suggested tourists were keen to return to Bali, which welcomed more than 6 million travellers in 2019, before the pandemic hit.
Liam Hayes, the Bali director of the Perth-based Indonesia Institute, said Bali would be ready to reopen mid-year.
“COVID-19 has had a devastating effect on tourism in Bali but not on the people of Bali,” he said. “They have a saying, ‘gotong royong’, which speaks to a code of taking care of each other, of mutual support and co-operation.
“They know the pandemic will pass. On every street there are renovations and rebuilding of restaurants and shops under way and we’ve been impressed by the COVID safety protocols in place at hotels and the airport.”
